Methodology
Every row is a verbatim sentence read from the named source's own page through our fetch service on the date shown, hash-pinned to the stored read (the sha of the page's visible text; the raw page is mirrored to R2).
3 of the 11 named sources that could be read published a usable figure; 8 published none and are recorded as not published, never filled in; 5 could not be read (blocked, dead or unreachable) and count nowhere.
The headline figures (median, minimum, maximum, quartiles) are over ONE figure per source in USD (a source's median where its page yielded several accepted sentences), so N counts sources, never sentences; 17 candidate sentence(s) were refused by a reviewer with the reason recorded.
The fuller derivation this dataset is chartered to grow into (not yet what the figures above are; they are each source's own published figure as read): one row per state per rule, quoted from that state's own statute or filing office with its effective date: required or not, who may serve (individual resident, domestic entity, registered commercial agent), whether a PO box is allowed, whether written consent must accompany the filing, the change-of-agent form and its fee, and the resignation route.
The cross-state comparison is the figure - the spread of change-of-agent fees, which states demand a filed consent (Texas Form 401-A and Wyoming's consent form both do, on this charter's own reads), and which states run a commercial-agent register (Nevada does, above ten represented entities) - and nobody publishes it in one table.
17 candidate sentences on these pages were refused by a reviewer; each refusal and its reason is recorded in the review ledger.
